Noticed that _joinUrlToLocation no longer works in the face of MASHUP-794. It
doesn't appear to be designed to be conformant to RFC3986. Plus there's a bug
apparently introduced during code cleanup determining when parameters get added
to the URL (already fixed.)
Replacinf _joinUrlToLocation with a fully compliant RFC3986 implementation.
