Sevaral issues when running the mashup server in a separate context
1. The Mashup server assumes that its in the ROOT context
2. The Mashup Server assumes that wsas will always be in the wsasadmin context
3. The Mashup Server does not take the context into consideration when calling
backend services
4. Glabal params.js is generated only when wsasAdmin is accessed
