Tx Kieth, but my query is about the opposite of it.
I have normal user, I delete him without purging his data, and I'm still
able to give him admin privileges (it is like u are trying to give admin
rights to a person who has left the org)

The current functionality allows this. But I feel its
not logical to do so.
