First-run setup failure after accessing deeper url

Steps:
1) Build or get fresh installation.
2) Navigate to a page such as https://localhost:7443/signin.jsp.
3) Attempt to sign in (will fail).
4) Go to https://localhost:7443/ and complete first-run form.
Result:
Exception, until the Mashup Server is restarted and you go first to
https://localhost:7443.
Perhaps we could add a first-run redirect to each page so wherever you start
you have access to first run config?
