Was able to reproduce this issue on another independent windows machine. 
This looks to be a bug in the identity solution where they assume the 
cacerts can be found in JAVA_HOME/jre/lib/security/cacerts. This breaks 
if the user has installed the JRE instead of the JDK. I will put in a 
patch that addresses this issue and upload new artifacts.
