Made the 'isExistingUser' and 'isExistingRole' checks in WSAS case insensitive,
so all case variations now return an 'existing' result and the UI correctly
prevents duplicate user creation. Change checked into trunk and 1.5 branch as
20248 and 20249 respectively.
