I think that we might have to rethink about this. Currently we are able to use
the SMTP transport and the JMS transport in axis2 cause configuring these
listeners cause a system wide effect (The JMS transport can be customized on a
per service basis using parameters though). On the other hand transports such
as VFS should be configured on a per service basis using axis2 parameters. We
could make use of transports such as VFS if we had the ability to pass in
parameters into the service using annotations.
