When a new user (including first-run) is created, we could provide a checklist
of maintenence actions they should take, such as generating and importing a
private key and adding localhost to their keystore. The idea is to be
proactive about helping users use security rather than waiting till something
fails and trolling around for documentation. The latter makes it appear it's
our fault when there's a failure, rather than the user's for not properly
configuring things. Other things could be added to the list too like
installing Yahoo IM support.
