Captcha in the registration page appears validated when the page is accessed
from validate.jsp

Steps:
----------
1. Enable 'Internet guests'.
2. Sign-up for a new user account
3. When you receive the validation email, click on the link once.
4. Click the above link again (after you have been validated from the above
click).
Issue:
-------
When you click for the second time it gives you a message saying the
registration is invalid and gives a link to register again. When you click this
link it takes you to the registration page. The registration appears with the
'captcha' already validated.
