Steps to recreate
-----------------------
1. Sign-in as admin
2. Create a new user
3. Create a new role and assign it only the login permission.
4. Assign the user to the role.
5. Sign-in from the new account.
Issue:

When you sign-in from the new account you can see and access all the
functionality that the admin handles.
