System error when a user with 'signin' and 'manage system config' clicks on a
service group.

Steps:

1. Sign-in as admin.
2. Create a role with 'sign-in' and 'manage system configuration' permissions.
3. Create a user and assign him to this role.
4. Sign-in from the new user account.
5. Go to Home > Manage > Service > List
6. Click on a service group.
Issue:

It gives a system error as shown below. But without giving an error when this
option is accessed, can't we simply disable it.
