Debian sarge here, with no problems. I have seen your problem but that was on
a non-debian system that did not have Apache::Request installed.

[error] Can't locate object method "new" via package "Apache::Request"
at /usr/lib/perl5/Apache/Request.pm line 22.
mod_perl is a DSO, but I did the check as found on masonhq.com(forgot
page) and it looks good to go.
Before I go on is there any known issues that I am overlooking?
