I dont have an educated answer but I have noticed that sometimes I have to stop/start instead of restart when I edit my custom perl modules, and sometimes after editing autohandler.
Also, I have caching off but sometimes I have had to stop apache, rm -rf mason/obj/*, then start apache back up. It seems like there are times when changes don't take effect and, when loading a page, it seems like I'm getting a cached copy and not seeing my changes. After some experimenting, I figured out it wasnt my browser's cached copy that was loading but rather, the version was coming from the object compilation in /obj/. It seemed that restart wouldnt resolve the issue but a stop/start would.
