I dont know of any download and configure type of tools available, somebody might. But all the pieces are there...Session Management, Cookies, persistant DBI, etc.  Its really not that hard if your requirements are sound.

Interchange is ok for some things, but I've found it to be wanting
when it comes to transactional tracking, etc.

In other words, I'd roll me own :-)
