How do I do that? I thought that sort of thing had to be done with Apache
directives.

You should really stop using HTTP-EQUIV meta tags and use real headers
instead.  You can't expect caching proxy servers to honor tags inside of
your content, but they will work fine if you send actual HTTP headers.
