Has anyone seen this error and, if so, have you been able to fix it?

I am using an ActiveState perl on Windows Server 2003 R2 (all patches
applied).
I have HTML::Mason 1.40 and mod_perl 2.0.4 loaded via ppm.
I have tried this with Apache 2.2.9 and 2.2.8 with the same error occuring.

Here is the relevant piece of the httpd.conf:
