This is what IE downloads (saved to desktop and opened with Notepad):

    &lt;HTML&gt;<BR>
    &nbsp; &lt;BODY&gt;<BR>
    &nbsp;&nbsp;&nbsp; hello, world!<BR>
    &nbsp; &lt;/BODY&gt;<BR>
    &lt;/HTML&gt;<BR>
