This is clearly important to a lot of people, so it ought to be a plugin (at
least).
Sadly I work in a utf8-ignorant world so I'll need help. Kobame, would you help
me come up with an initial plugin and I'll throw it onto CPAN? I noticed the
fragments of one here:
