Possible if you've restricted the ports the xntpd server uses.
Since Masq passes requests from internal clients "outward" the winblows
machines might be unaffected.
Check your firewall rules.
Worst case use a simple masq setting (like the two line examples) and get
things running. Then start dealing with the firewall rules...
