The ip_masq_irc supports DCC requests initiated by people within your network.
 As far as I know, DCC works by first sending a message through the normal IRC
network with an IP address/port to connect to.  The other user then connects
to that address to start the transfer/chat/etc.  So if the outside user
initiates, there is nothing stopping your internal user from connecting to
that address/port.
