Couple questions:
Is the WinNT VPN server behind a Masq box as well? Or is just the client
behind a Masq box? Did you recompile your kernel with all the right VPN
options? That's very important, and it won't work otherwise.
Which kernel are you running? If you're running 2.2.x, I'd use ipmasqadm
which you can download from the net.
I assume you've read through this HOWTO pretty well:

It really gives you step by step instruction on how to set it up. I've set
it up on quite a few machines now, both with the client behind a masq box
AND a server behind a masq box.
Use tcpdump to trace which packets are going where and how far they're
getting. Monitor only the VPN port by typing: "tcpdump -i ethx port y"
where x is the eth card of your internal/external net and y is the VPN port
(can't remember it right now).

Ok I tried to shovle through all the VPN stuff and try to make mine work....
All I want to do is connect to our WinNT VPN server through my linux masq
box
with WIn98. In other words I want to connect from my Win98 box through my
masq
box to the NT vpn server. I tried the following command with no luck...
ipfwadm -F -a accept -m -P tcp -S 63.102.136.220 1723 -D 192.168.0.1/24 1723
-W eth0
Please help! There are to many freakin commands out there? Is this gonna
take
a one liner or a page of commands? And why don't I have ipmasqadm?
