Well, I live in Phoenix and with Inficad which is a large ISP, the run in bridging
mode and by placing the Linux NIC, not the router, into promiscous mode I could
read the traffic of dozens of systems. I'm only speaking from my personal
experience, not as a nation-wide authority.

Not here in Phoenix, again. You get a single static if in bridging, 2 usable IP's
if in routing, and you pay a nomimal charge for more. For the 16 subnet, I pay
$5.00 extra a month. I've shopped this a lot in Phoenix since this is the third
DSL ISP I've been with in 18 months; the first was bridging, the second two were
routing.
