I seem to experiencing the following problem.:


        Internet Cloud
        |
        A
        |
   --------------------------------
                                |
                                B
                                |
                -----------------------------
                        |
                        H


A is an ISQ router interface
B is a Linux machine running IP MASQ
H is a Linux machine which is performing ftp/http client operations
  on outside machine services.

Here is how B is configured:

$ uname -a
Linux gate.com 2.2.14-5.0 #1 Tue Mar 7 21:07:39 EST 2000

# /sbin/ipchains-save
:input ACCEPT
:forward ACCEPT
:output ACCEPT
Saving `forward'.
-A forward -s 206.108.88.0/255.255.255.0 -d 0.0.0.0/0.0.0.0 -j MASQ

[ I know that the internal network is not numbered with private addresses]

My problem is that ftp "put" sessions from H and B to the
outside world behave similarly w.r.t. throughput.
However get operations are not the same. Invariably the ftp
get sessions from H freeze for seconds before continuing.

Is this a problem perhaps with my ISP connection?
Or is there something wrong with my MASQ configuraton?

I note that the connection of B with A and beyond
is very irregular with respect to traffic flows.
Bandwidth can vary between 10 and 100 kbytes/s.
