Only if the ICQ-phone uses the H.323 protocol. Not everybody are using it.
But I don't know if ICQ-phone uses it.
Do anybody know for sure if ICQ-phone is using H.323?

But besides that there is the problem with chat in ICQ.
You will need to set up a listening socket and in order to do so then you
need a masq module. Is ICQ reluctant to reveal protocol info?
