your routing looks ok.

assuming that the win98 host is on the 192.168.0.0 net,
packets for the default route must arrive on the linux
host's eth1. if they're not arriving, it probably means
that the win98 host doesn't have it's default gateway
configured properly. is it set to 192.168.0.1?
