Is your ipchains filter stopping the traffic on the internal network?
Put a "-l" parameter in any reject or deny commands, especially on
the input chain on the internal network, and then see what your log
files show. Also, you can add "-v" to the ssh command on the
client machine, which gives you lots of words as it's trying to
connect. This may provide clues, too.
