/usr/sbin/ipmasqsdm does not exist on my system either. /usr/sbin/ipmasqadm
does exist, however.
Now if that was a typo, then the fact that ipmasqadm is not found in the
distribution you use does not make the HOWTO wrong.

AFAIK no one here is in a position to dictate what features are in the
various distributions. Most of us are just humble users. And at this
point, Linux is NOT a "no user intervention required" operating system. I
use oidentd:
