I tried,
  echo 1 > /proc/sys/net/ipv4/ip_forward

However, it still isn't working.  Any other
suggestions?

it sounds like this host just isn't forwarding
packets.
that would explain the problem. try:

  echo 1 > /proc/sys/net/ipv4/ip_forward
