I've read the HOWTO, and can't seem to find any clues.

Here's the details:

eth0 is connected to a Cable modem for the outside connection.  (NE2000 
compatible PCI)
eth1 is connected to a hub for the internal connection. (Natsemi)

I installed Redhat 7.1 "out of the box" with the following additions:

  Installed dhcpd, (because the internal connection uses Dhcp)
  Installed linuxconf (because that's what I'm familiar with)
  did NOT install X.
  Used Redhat's automatic update.

Built /etc/dhcpd.conf to control the DPCP services
Add to the end of /etc/rc.d/rc.local:
   . /etc/rc.d/rc.firewall (a copy of the iptables advise)
   /sbin/dhcpd eth1

When the "firewall" script executes:
  /sbin/smod  ip_tables
I get a diagnostic:

/lib/modules/2.4.2-2/kernel/net/ipv4/netfilter/ip_tables.o: init_module: 
Device or resource busy
Hint: insmod errors can be caused by incorrect module parameters, including 
invalid IO or IRQ parameters.

When I run ifconfig, I notice that both my NIC cards use Interrupt line 9.

Is the interrupt line the source of the problem?  If so, how do I correct it?
