The 2.4.x kernels provide only minimal support for ipchains (meaning only
native commands, no modules).  For what you want, you will either need to
revert to a 2.2.x kernel or move to iptables.  My firewall script will
assist with this transition.  This can normally found at
http://www.asgardsrealm.net/linux/firewall.  However, I'm having some ISP
difficulty at the moment and the site is down.  If you would like, I can
provide you with the latest version via e-mail.
