So you are trying to telnet from your firewall to your internal machines, or
from your internal machines to your firewall?

Please provide the output of the following commands from the firewall
machine, as these will be of much more use than stating you are using the
"basic ruleset":

iptables -Lv -t nat
iptables -Lv -t filter
iptables -Lv -t mangle
