Under 2.4.x kernels, the error count on the ppp connection keeps increasing which causes the tranfer rate to be throttled by the upstream computer (as I understand it). This only happens to the masqueraded connections, not connections from the main box with ppp. The only solution I have is to drop back to 2.2.x kernels. PS.
