LCP negotiates general link options, including MTU. This is covered in
RFC 1661, section 6. On PortMasters, it is not possible to force a
particular MTU value if the dial-in client is using PAP or CHAP. The
client must negotiate it. If no value is negotiated, it defaults to 1500,
per the RFC.
If the dial-in client is getting something other than 1500 on a
PortMaster, they are either negotiating it, or they are using a scripted
login and RADIUS is assigning the value.
