I haven't had time to check D.Ranch's new HOWTO to see if he talks about
it, but that's where I'd expect it to be.
I call it a "classic" problem because it comes up about once a week on

It works for some sites, not for others. If the site that fails to give
you WWW traffic also has an FTP site, FTP's there should fail in the
same manner.
The MTU bug has to do with ICMP messages either not being generated, or
being trapped and killed by certain firewall software. The problem
comes about because the WWW system sends messages that are too large,
and the ICMP messages that would normally tell it to try a smaller size
do not get back to the WWW site, so it tries to send over-sized packets
forever, not realizing that they are never going to work.
