Exactly.  The internal server and the public server are both set up 
as authoritative for your domain.  The internal server's zone files 
(forward & reverse) include all your internal hosts and use your 
internal IP's.  The public server's zone(s) includes only the names 
you want to be visible to the outside world, with their corresponding 
public IP's.

Your internal server can be set up to do its own lookups for names in 
other domains, caching the results.  Or it can be set up to forward 
requests to your public server, or even your ISP's server.
