ISAKMP, huh? Take a look at:

  ftp://ftp.rubyriver.com/pub/jhardin/masquerade/ip_masq_vpn.html

Allowing masquerade to use a specific masquerade port requires hacking
the kernel. I had to do this for ISAKMP to work.
