Did you remember to tell ICQ to use the ports? In the proxy settings...

Maybe try to remove the ip_masq_icq and se what happens, I don't use it
here, and it works just fine for me. The only problem is when the other end
is allso behind a masq/firewall, then we can't transfer files. :-(
