I remember this problem. It seems to happen when pppd negotiates a
smaller MTU than 1500 (which is the ethernet MTU). The packet fragments
get lost as a result.
You should force the MTU to 1500 in your /etc/ppp/options script, and
also make sure you configured IP_ALWAYS_DEFRAG into your kernel. I
think the later kernels always turn this option on, so that's probably
not the issue; it's probably the famous MTU bug that used to plague this
list forever.
