Well, "masq" is not going to bring up anything. It is *only* a
translation of IP packets as they pass through. If you want
auto-dialup, that is configured solely in pppd.

I see one called <linux-ppp> that looks promising.
That said, I think you will find my suggestion of changing "noipdefault"
to "192.168.99.99:192.168.100.100" to be useful. It is the setup that I
use, and it works quite well.
