I haven't personally resolved that (TFTP) issue either, but if you have
an NT wkstn/server available on the outside, you could use
RCONSOLE/RCLIENT, and then get the file via some other mechanism. Or
setup tftp on the firewall itself and use it, as your tftp server, and
client.
