This may or may not me helpful but I run a 3 machine network behind an
ip_masqing firewall, all linux machines. If I ifconfig the nic to the
outside world and remove all the routes based on it that is the same as
you dropping the ppp link. (I think) if I ping from the linux router I get
network unreachable, if I ping from anywhere else on the network I get
timeouts. 

I would suggest that if you removed the ip_masqing rules when the link was
down that _may_ work but tis only a suggestion.
