Depending on if you're logging in
remotely,
/usr/local/sbin and .
(current directory) are
probably not in your path - a security feature.
Try typing the complete path:
/usr/local/sbin/ipautofw

I enabled ipautofw in my kernel and d/l the file from the masq apps page and installed it. The file is in my /usr/local/sbin directory.I included the line needed for ICQ, but I'm having problems with it.
