Ok, I've solved the rc.local problem, my system works fine,
and seeing as how the list seems to have been inundated
with off-topic postings on the subject I'd ask that we kill that
thread.
On to some on-topic IP Masq. stuff. Everything seemed to
work fine at first and all the guides I've gotten say ICQ should
work, with no modifications to Linux, but it seems that I cannot
connect with ICQ chat. Anyone know a solution?

you've probably gotten other answers already, but
you want to put the commands you're specifying in the user's login file
(kinda
like a user specific autoexec.bat file). Depending on the login shell
you're
using, this file could be .login .cshrc or something else even.
If you haven't solved this problem yet, let me know what shell you're
using.
Also, you might want to pick up a good intro to Unix or Linux book. At
first
glance, things seem very easy, but you can also miss a lot of the power &
flexibility without some background (I don't think I have enough background
myself, but I can still suggest that to other people :) )
