I imagine that this interface isn't either being properly
initialized upon the first boot, DHCP can't properly address it,
or something else.

At minimum, I would upgrade your DHCP RPM but that might
not work.  The reason is because Redhat 4.2 was libc5 based
and 90% of all new RPMs are Glibc2 (libc6) based.  Your 
other alternative is to compile up a new version of DHCP
manually (not too hard though).

To be honest, if you aren't totally married to Redhat 4.2, 
I would REALLY recommend to upgrade to Redhat 5.2.  It will
save you a lot of heartache in the long run.
