does anyone know RPMs well enough to convert this .tar.gz
http://www.best.com/~cae/irqtune/
to an rpm as I do not have room for the entire compile libraries that would make this
work....

Definately read the README that comes with IRQ-Tune at:
http://www.best.com/~cae/irqtune/
It sheds some light on how you might want to MOVE your IRQs around
for optimimum performance. Basically, if you just make sure
that you DON'T share ANY interrupts.. you should be fine.
If you are still having issues, you probably have some mis-behaving
hardware (old, defective, poorly made, etc).
