cat /proc/modules
This will tell you if the IRC module is loaded. I had the same troubles, and they all
went away once I had loaded the module :) Bear in mind that not all IRC servers are
up all the time too, so if you still get this error after loading the module try a
couple of other servers.

I am having trouble running an IRC client from behind my firewall, and the
problem seems to be that the IRC server can't ident me, even though I am
running identd as part of my IRC client (mIRC) [I know the client is OK
since if I put it outside the local network, it works fine]
I beleive I have ip_masq_irc loaded (I can't remember how to check off the top
of my head) and I remember seeing a reference to a masq-ident module, but
I don't know where to find it.
Can anybody give me a hand?
