Netmeeting is based on H.323 and associated protocols.  These protocols 
are a complete bitch and to get info on them you need to go any buy wads 
of paperwork from ISO.  Someone is meant to be working on this, but I 
don't see it happening anytime soon unless some example code is made 
available.

Basically NetMeeting starts up dynamic control channels (which if I read 
things right have to be on related port numbers), and then uses those to 
build the data channels on new dynamic connections.

It may not be possible to do this in the kernel.  It may be better to look 
for a user level solution.
