I guess they are trying to say that the siren received the activation signal, 
but a nearby radio signal mussed up the guts of the siren and prevented it from 
turning on

I guess that seabrook sends out an activation signal and receives an 
acknowledgement signal from the siren - I guess ???

It seems very far fetched that the activation and acknowledgement signals would 
be received, but some sort of interference would mess with these 2 sirens. If 
some signal was strong enough to mess with the guts of the siren (like a death 
ray), I would think that the death ray would interfere with the activation and 
acknowledgement signals.

I guess we will never see the technical report. Secrecy Openness efficiency 
effectiveness discipline accountability dictatorship police state - we seem to 
be seeing a pattern today
