1. Salaries are probably 95% of the Boston FD budget.

2. Therefore - the next question is - what is the best way to use the
manpower that you have?

3. London FD has answered this question by cutting back on sick time and
increasing fire prevention efforts. There fire death rates continue to fall.

4. Quints have advantages and disadvantages. Presently in Boston, whenever
they brownout even 1 company - it creates a firefighting hole (gap in
coverage) - more so than an EMS hole.
