Question 1 - Who has primary public safety responsibility for a jet that crashes in Boston Harbor? I am guessing that it is the City of Boston My old map shows that Moon Island is in Norfolk County, but Long Island is in Suffolk County. That might be a hint. I wonder if city responsibility goes 5 miles offshore? Beyond that belongs to the USCG? Federal guidance might say that the USAF and CAP are responsible for airliner crashes on land, and USCG is responsible for airliner crashes off shore (if there is no one responsible at the local level). Question 2 - Is there any state law that requires a city or town to provide public safety services? I dont think there is for ambulance.
